New World Basketball League Bylaws

 

  1. PURPOSE- The New World Basketball League is made up of 20 teams using NBA names.  The league will use the Action Sports Basketball computer game.  The “Projected League” file for the future season will be used.  The reason is that rookies will be drafted and available.  This gives the league and members a futuristic look instead of just playing with last year’s stats.  The league will also have a financial system that has a salary structure as well as an incentive for playing your games on time.
  2. LEAGUE STRUCTURE
    1. 20 teams divided into 4 divisions (Blue and Red leagues for now)
    2. The Initial Draft will have each team can protect 5 players from their NBA team.  The rest of the players will be released into free agency.
    3. 78 game schedule divided into 4 blocks of 16 games and one block of 14 games. (8 or 7 home and away games per block).  The season will start in December and end at the end of April (one block per month).
    4. Members can play their “away” games.  Internet play can be used but is not mandatory.  All games not played at the end of the block will be played on auto.  Each owner must supply a depth chart each block.  If it is not supplied, that team will be put on suspension and not be able to make any player moves until they supply a depth chart.  If a player goes over by 10% of his actual NBA minutes, he will be inactive for the rest of the season.
    5. Play-offs

                                                               i.      The 4 division winners will make the play-offs and be seated 1-4.

                                                             ii.      2 wild card teams from each of the Blue and Red leagues will be seated 5-8.

                                                            iii.      Each series will be a 2-3-2 format

    1. Rosters

                                                               i.      Maximum of 15 players

                                                             ii.      Minimum of 13 players

                                                            iii.      Players (including rookies and injured) who did not play (<400 minutes for injured) the previous NBA season can be carried if the team can meet the minimum minutes (19000 NBA minutes) and will be counted on the roster.

                                                           iv.      The maximum minutes of all players on the roster is 23000 NBA minutes.

                                                               i.      Players can play up a maximum number of minutes each game (not including OT) based on their salary.

                                                             ii.      Pre-game injury feature of Action Basketball will be used

    1. Trades

                                                               i.      Can occur between any block and can include money and draft choices.

                                                             ii.      A committee of 3 can negate any trade that seems unfair to both teams but the vote must be unanimous. 

    1. Draft

                                                               i.      After the Projected disk comes out, any player who is on the disk and not on a NWBL team or a free agent (contract expired), can be drafted.

                                                             ii.      A lottery will determine the 12 lottery teams (non-play-off).  Win-Loss record will slot the play-off teams

    1. Financial system

                                                               i.      Salaries will be based on a salary cap of $60 million.

                                                             ii.      The length of the contract can be up to 5 years (if money is available)

                                                            iii.      Minimum salary is also based on minutes.  A player who is eligible for a new contract and played more than 2960 minutes the previous NBA season has a minimum salary of $6 million, more than 2880 minutes = $5 million, > 2400=$4 million, >1920=$3 million and >1440=$2 million.

                                                           iv.      Any player can be given a salary greater than the minimum (based on minutes) as long as it fits in the salary structure.

                                                             v.      The first time a player’s contract expires, the team owning his contract can match the highest bid if it can fit it in the salary structure (salary times years).  For example if a player is eligible for free agency and the top bid is $8 million, the team can match the bid and extend it for up to five years.  If the team has only $7 million, it cannot match the bid.

                                                           vi.      After a player’s salary is matched by his original team, he becomes an unrestricted free agent, the next time he is eligible and the team cannot match his salary.

                                                          vii.      A team can buy out the contract of a player if it has the money to do so.  The cut player then can be bid on by any team that has money available.

                                                        viii.      A player who retires and is not on the projected disk, can be bought out for one year of his salary and the team is off the hook.

                                                           ix.      Here is an example of how the financial system looks.  Notice that this team must cut a player since it has over 23000 minutes.
